Since the end of the Second World War, successive UK governments have attempted to achieve the objective of adequate retirement benefit provision via predominantly private-sector means. Individuals have been expected to join occupational pension schemes or purchase private pensions, rather than rely solely on the state pension, which is designed to supplement these arrangements. However, participation in private pension arrangements has remained relatively low, particularly amongst lower-paid workers.
